Request for Proposal (RFP): Independent Verification of CSO-led Demand Generation Activities for Polio and Integrated Measles–Rubella Campaigns

Introduction

A partner consortium supporting vaccination demand generation in Kano and Jigawa States invites qualified firms/independent consultants to submit proposals to conduct an independent assessment and verification of Civil Society Organization (CSO) activities implemented between September and December 2025. The assignment will cover 21 operational wards in Kano and 32 wards in Jigawa where CSOs executed demand generation interventions focused on Polio and Measles–Rubella vaccination uptake.

Objective of the Assignment

The successful bidder will independently verify:

  • Reported implementation of CSO community engagement interventions (community dialogues, compound meetings, edutainment, town announcements).
  • Authenticity and outcomes of non-compliance (NC) resolution activities and vaccination uptake.
  • Reduction in non-compliant cases and its association with reduction in detection of poliovirus during the implementation period.
  • Data required to support results-based CSO payments and incentive determination.

Scope of Work

The assignment will include, but is not limited to, the following:

  1. Verification of Community Engagement Activities
    • Confirmation that outreach and mobilization sessions occurred as reported.
    • Review of attendance lists, community leader validations, logs, photos, and mobilization records.
  2. Non-Compliance Resolution Validation
    • Interview and verify households previously categorized as non-compliant to confirm actual resolution and vaccination uptake.
    • Documentation and review of NC tracking forms.
  3. Field-Based Interviews and Community Validation
    • Random interviews with:
      • Attendees of community dialogues and compound meetings
      • Former non-compliant caregivers
      • Town announcers, women leaders, and traditional leaders
  4. Virus Detection and Surveillance Trend Verification
    • Interviews with State Disease Surveillance and Notification Officers (DSNOs) and State Epidemiologists to:
      • Confirm reduction/no detection of poliovirus in targeted wards between September and December 2025.
      • Validate linkage between CSO interventions and reduced virus detection.
  5. Performance-Based Financing Verification
    • Independent verification of indicators tied to CSO payments:
      • Reduction in NC cases in assigned wards.
      • Additional incentive eligibility for significantly reduced/no poliovirus detection.

Expected Deliverables

  • Inception report with methodology and sampling approach.
  • Field verification report confirming session delivery and NC resolution.
  • Documentation of community impact and behavioral change toward vaccination.
  • Surveillance confirmation report summarizing consultations with DSNOs/Epidemiologists.
  • Final verification report including recommendation for CSO performance-based payments.

Duration

The verification exercise must be completed within 15 working days from contract commencement.

Minimum Qualification Requirements

  • Minimum of 7 years’ experience in immunization programme evaluation, surveillance, RCCE, or independent verification exercises.
  • Proven track record of performance-based payment verification or programme audit.
  • Demonstrated understanding of polio eradication surveillance indicators and demand generation systems.
  • Fluency in English and Hausa; prior experience in northern Nigeria required

Submission Requirements

Interested consultants/firms should submit:

  1. Technical proposal including methodology, verification plan, and work schedule.
  2. Financial proposal with detailed cost breakdown.
  3. Evidence of similar assignments executed in the past 5 years.
  4. CVs of key personnel and confirmation of availability.
  5. Corporate registration and tax compliance documents (for firms).

  • Familiarity with polio surveillance data, NC resolution mechanisms, and demand generation systems
